Innovation Measurement Debated By Commerce Advisory Committee

Commerce Secretary Carlos M. Gutierrez’s advisory committee to study ways to better understand the impact of innovation on the economy held its second meeting on September 12 in Washington DC and began the process of recommending an action agenda for publication this fall. The committee, chaired by Carl Schramm, president of the Kauffman Foundation, distilled more than 60 ideas developed over the past six months into 13 discussed at the meeting.

SUMMARY OF DRAFT RECOMMENDATIONS

INNOVATION DATA COLLECTION

· Improvements in service sector data

· Improvement in measurement of intangibles (including intellectual property)

· Leverage understanding of innovation through expanded sharing of and access to existing data in firms

STRUCTURE OF THE NATONAL INCOME AND PRODUCT ACCOUNTS

· Development of annual, industry-level measures of total factor productivity

· Creation of a national innovation account by BEA as a satellite account

· Publish economic data based on data on firms as well as establishments to provide more meaningful estimate of employment in innovation occupations

NEW INNOVATION OUTCOME MEASURES

· Development of a firm level measure of innovation intensity such as the ratio of annual revenue from products launched in the last three years to total annual revenue

· Development of a market share based measures

· Development of a national index of innovation aggregating different measures

INNOVATION RESEARCH

· Assessment of the effect of collaboration and partnerships on innovation

· Analysis of administrative records and survey data to identify entrepreneurial start-ups and study their early life cycle

· Easier access to and analysis of publicly available firm data

· Identification of drivers of and impediments to innovation

Latvia Hosts International Innovation Conference and Technology Mission Starting September 13

Baltic States of Latvia, Estonia and Lithuania have been one of the most rapidly growing regions in the world. The GDP growth rates averaged between 6-12% over the past five years. All three Baltic States have shown exciting and dynamic development in the fields of innovation and entrepreneurship. Innovation links between the countries around the Baltic Sea have been established and successful economic initiatives are underway. The International Conference Baltic Dynamics 2007 starts on the 13th of September in Riga, the largest city in the Baltics. The Baltic Dynamics 2007 conference is organized by the Baltic Association of Science, Technology Parks and Innovation Centres (BASTIC).

The conference agenda is focusing on the following main topics:

· Experience in Development of National Innovation Systems: latest achievements, regional innovation strategies, action plans, instruments, success stories, etc.

· Cooperation between different networks supporting innovation and international cooperation of knowledge-based companies: IASP, EBN, NBIA, IRE/RIS, IRC, Gate2Growth, EUREKA, etc.

· Increasing of competitiveness of technology-based companies: technology transfer, innovation management, university-industry cooperation, commercialization of knowledge.

· Access to EU Structural funds and venture capital - problems and solutions for high-tech companies.

· How to improve competitiveness of traditional industries - implementation of new technologies, improved management, cooperation links, etc.

· Best practice in business incubation: infrastructure, soft services, training, legal advises, access to finance, etc.

· US-Baltic cooperation in innovation.

In addition, the Latvian Investment and Development Agency (LIAA) and the Latvian Association of High-Tech Parks, Centers and Business Incubators (LTICA) have invited American companies to join in an Innovation and Technology Mission to Latvia, during this same time period. A major theme of the mission is developing more innovation and business partnerships between the US and the Baltic States. LIAA is offering mission participants tailored business matchmaking, site visits to Latvian companies, market and industry briefings and guidance from LIAA industry experts.
